what’s the best bulk email software?

What’s the best (preferably free) bulk email mailing software to use for sending out emails to thousands of contacts? I’m looking for something like phplist, but hopefully better.
I would code your own. it is not that difficult and gives you the flexibilty for the future to shape this project into what you want.
Using cookie cutter scripts opens you up for detection and for security risks because you will be a target.
Code your own and be safe.
