Best web based bulk emailing?

If you are a designer then I would recommend mailbuild.com or campaign monitor. If you aren’t, then constant contact works but it brands itself on the bottom of emails.
Do you mean a PHP script to email lots of people or more like a mailing list? I haven’t worked with PHP much but if you sign up (free) as a member of Bravenet (by Microsoft) you can get a mailing list to use wherever you want.
